Axel Leblois
Roundtable Chair and G3ict Executive Director, G3ict
 

Axel Leblois is the co-Founder of W2i, the Wireless Internet Institute, and President of its parent company World Times, Inc. Prior to creating W2i, Axel Leblois spent over 20 years at the helm of information technology companies in the United States including as CEO of Computerworld Communications, CEO of IDC - International Data Corporation, President of Bull HN Worldwide Information Systems - Formerly Honeywell Information Systems and CEO of ExecuTrain. Axel Leblois is a Senior Special Fellow of UNITAR, the United Nations Institute for Training and Research, and founding trustee of its North American affiliate CIFAL Atlanta. Axel Leblois holds an MBA from INSEAD and is a graduate of Sciences Po Paris.

Judy Harkins, Ph.D.
Professor and founding Director of the Technology Access Program at Gallaudet University, Gallaudet University's Department of Communication Studies
 

Dr. Judy Harkins is a professor in Gallaudet University's Department of Communication Studies. She is the founding director of the Technology Access Program, and has directed approximately 15 sponsored projects on access to communications and educational applications of technology. She is a principal investigator on two Rehabilitation Engineering Research Centers (RERC) - one on Telecommunications Access in cooperation with the Trace Center, University of Wisconsin, and one on Hearing Enhancement, in cooperation with the Department of Audiology and Speech-Language Pathology at Gallaudet. These centers are funded by the National Institute on Disability and Rehabilitation Research. Dr. Harkins also teaches coursework on communication accessibility to Gallaudet undergraduates.

Dr. Harkins served on the Consumer/Disability Telecommunications Advisory Committee to the FCC, the Telecommunication Access Advisory Committee of the U.S. Access Board, the Summit Process Long-Term Solutions Working Group on Digital Wireless Telephones and Hearing Aids, and has been an active member of the TTY Forum coordinated by the Alliance for Telecommunications Industry Solutions. She has been actively involved in the development of industry standards and guidelines aimed at accessibility for people who are deaf and hard of hearing, and has advised companies large and small on usability and market issues pertaining to these groups. She has been honored for her contributions to communication accessibility by Self-Help for Hard of Hearing People, Telecommunications for the Deaf, Inc., League for the Hard of Hearing, and the DC Relay Service.

William Lane
Ph.D., Chief Engineer, Public Safety & Homeland Security Bureau, Federal Communications Commission (FCC)
 

Before becoming the Chief Engineer of the Public Safety & Homeland Security Bureau, Dr. Bill Lane was Chief Technologist of the Wireless Bureau of the Federal Communications Commission. Prior to joining the Commission, Lane was the Chief Scientist with Femme Comp Incorporated and served on the Department of the Army staff, where he was responsible for the Joint Tactical Radio System Program, the DoD software defined radio program. Previously, Lane completed a career as a US Army Signal Corps Officer culminating with the rank of Colonel and assignment as the Deputy Head of the Department of Electrical Engineering and Computer Science at the United States Military Academy. His assignments and responsibilities included a broad range of tactical communications ranging from special operations to division- and corps-level communications as well as strategic level communications with the former Defense Communications Agency. In addition, he served as an Instructor in the Electrical Engineering Department at the United States Military Academy and as a Special Projects Officer in the Joint United States Military Mission for Aid to Turkey. Lane received his Ph.D. degree from the Georgia Institute of Technology, his MBA degree from Long Island University, and his BS degree from the United States Military Academy. He is a Senior Member of the Institute for Electrical and Electronics Engineers (IEEE) and is a Registered Professional Engineer in the state of Virginia.
